The IASC Framework on Durable Solutions for IDPs is operationalised into :

    1. the Interagency Durable Solutions Analysis Guide;
    2. the indicator library;
    3. the question bank.

The guide outlines a systematic and principled process to jointly inform durable solutions to internal displacement, measure progress, and identify priorities for action. The indicator library and question bank provide a solid starting point for designing a household survey tool for a durable solutions analysis.

IASC Framework on Durable Solutions for Internally Displaced Persons

The 2010 IASC Framework on Durable Solutions for Internally Displaced Persons is widely recognised as the internationally agreed benchmark to work towards solutions for IDPs.

The IASC Framework determines that “a durable solution is achieved when IDPs no longer have specific assistance and protection needs that are linked to their displacement and such persons can enjoy their human rights without discrimination resulting from their displacement”.

The Durable Solutions Indicator Library has been translated into a Durable Solutions Question Bank. This can be used to jumpstart the process of designing a household questionnaire for measuring durable solutions.

The question bank was developed by JIPS, with valuable reviews provided by several of the Technical Steering Committee partners.
